天津海關(guān)多項(xiàng)舉措助力外貿(mào)發(fā)展 今年前11月京津冀出口1.18萬億元，增長26%

據(jù)天津海關(guān)統(tǒng)計(jì)，今年1至11月，京津冀進(jìn)出口總值4.03萬億元，同比增長26.1%，占全國進(jìn)出口總值的11.4%，占比較去年同期提升0.4個(gè)百分點(diǎn)。其中，出口1.18萬億元，增長26%；進(jìn)口2.85萬億元，增長26.2%。

　　今年以來，國內(nèi)經(jīng)濟(jì)穩(wěn)定復(fù)蘇，國際市場需求逐步改善，京津冀外貿(mào)量穩(wěn)質(zhì)升，月度進(jìn)出口已經(jīng)連續(xù)10個(gè)月保持同比兩位數(shù)增長。據(jù)了解，進(jìn)口方面，原油、金屬礦及礦砂、汽車和天然氣位居進(jìn)口商品前4位，進(jìn)口分別增長33.2%、21.6%、17.8%和57.8%；出口方面，國際市場需求增加利好出口，成品油、醫(yī)藥品、鋼材、手機(jī)和電子元件位居出口商品前5位，出口分別增長5.5%、539.8%、60.7%、28%和27.5%。從貿(mào)易國來看，歐盟位居京津冀貿(mào)易伙伴首位，進(jìn)出口增長16.7%，占同期京津冀進(jìn)出口總值的14.3%；對東盟增長23.9%，占10.4%。

　　“為推動(dòng)京津冀外貿(mào)經(jīng)濟(jì)穩(wěn)定發(fā)展，天津海關(guān)在優(yōu)化營商環(huán)境、促進(jìn)跨境貿(mào)易便利化等方面持續(xù)發(fā)力，天津口岸服務(wù)京津冀外貿(mào)發(fā)展作用不斷增強(qiáng)。”天津海關(guān)統(tǒng)計(jì)分析處處長李倫介紹。同時(shí)，天津海關(guān)不斷深化與北京、石家莊海關(guān)協(xié)作，三地海關(guān)成立京津冀協(xié)同發(fā)展組，創(chuàng)新“監(jiān)管產(chǎn)裝、抵港直裝”業(yè)務(wù)模式，助力出口貨物通關(guān)。北京、石家莊海關(guān)在該模式下對轄區(qū)出口生產(chǎn)型企業(yè)進(jìn)行監(jiān)裝作業(yè)，企業(yè)完成提前報(bào)關(guān)后，貨物抵達(dá)天津口岸即可享受“抵港直裝”便利化措施，有效縮短在港等待時(shí)間。

　　此外，天津海關(guān)還聯(lián)合北京、石家莊海關(guān)，推廣天津關(guān)港“集疏港智慧平臺”，實(shí)現(xiàn)“車貨船三維智能匹配”“雙重匹配”等智能服務(wù)，京津冀三地企業(yè)在天津港提箱或裝船時(shí)，可依托該平臺開展進(jìn)口貨物“船邊直提”、出口貨物“抵港直裝”作業(yè)，進(jìn)口提箱用時(shí)由1至2天壓縮至最短1.5小時(shí)。
